Reprinted with permission from the Art Education Association ofIndiana, Inc. &lt;/span&gt;&lt;/a&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="mso-layout-grid-align: none; text-autospace: none;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="Default"&gt;&lt;span style="font-size: 11.5pt;"&gt;The AEAI recognizes there aremany spectacular fine arts programs supported by enthusiastic administratorsand highly qualified teachers across the State of Indiana. While a small fraction of studentswho participate in these programs go on to seek further education in visualarts professions, it is important to remind the general public that one of themost important benefits of a quality visual arts education is the developmentof an array of thinking skills, related to the expansion of the imagination.The visual arts, more than any other subject within the school curricula, focuson the exploration and study of the image. Let us not forget the human mindrepresents ideas and dreams through images. The development and growth of one’sability to express ideas with forms and images is the heart of the arteducation experience. An examination of the activities taking place within theart room reveal learning distinctive from other kinds occurring in regularclassrooms. Where much of the educational activity in today’s schools consistsof text-oriented seat work based on extended and selected response assessments,the art room is that unique place where individuals are encouraged toexperiment and create with personal ideas using a myriad of artist materialsand techniques. Eight-year-old Greg has an idea for a drawing. In an earlierlesson, Greg’s art teacher examined the expressive use of elements in thepaintings of Van Gogh. This presentation has inspired Greg to incorporate manyof these same elements of design into his own art. He begins by outlining theshape of a giant S vertically onto the center of his paper. U-shaped scaletextures are rendered onto the surface of a giant dragon. Landscape elementsare incorporated into the picture. Greg continues adding more details in orderto animate his art. Working on a large sheet of paper, Greg knows his drawingwill require a lot of work. He enlists the help of his curious friends Jason,Edward and Frank. The four boys discuss which areas of the drawing need furtherdevelopment and work cooperatively over the next several class sessions. Gregsuggests they might render parts of the drawing with sophisticated drawingtechniques learned in previous lessons. They agree to use crayon resist andcrayon etching to enhance the drawing’s surface. Each day in class, the boysreflect and evaluate the progress of the work before making new changes. &lt;/span&gt;&lt;/div&gt;&lt;div class="Default"&gt;&lt;span style="font-size: 11.5pt;"&gt;The activities that unfold inthe art room provide opportunities for children to prac- tice conveying ideasinto physical form. Greg’s example reveals the exploration of a complex storyconcept and its manifestation from idea to visual representation. Executing thesteps to realize an idea and representing it in two, three, or four dimensionsrequires individual attention to a vast array of quality control details. Theassembly of these qualities within an art work requires a synchronization ofconsciousness with imagination and the sensory, emotive and cognitive realms.School boards and administrators, who control the curricular offerings of theirlocal school districts, must be reminded from time to time that students, whoparticipate in art education programs, have increased cognitive advantages overpeers who have not had such experiences. Children with visual arts experiencesare more skill- ful at attending to detail, observing, innovating, inventing,cooperating, and concep- tualizing with visual and mental forms than theircounterparts who have little or no practice in the visual arts. We are all bornwith brains but the mind is cultivated through experience. Students engaged incomprehensive art education learning experiences have greater opportunity to becomemasters of their imagination. This is a bold claim, one that art educators donot make lightly. We facilitate the expansion of our student’s imagination on adaily basis. Whether we are studying the artistic creations of artists orcultures, exercising children’s capacity to express forms or ideas based onimaginative thought, sharpening our skills at observing and visual perception,the refinement of imagination is one of the key areas of development in aquality art education program. Sadly, the AEAI has received a growing number ofreports regarding the marginalization of visual arts programs in schooldistricts across the state. Ex- act numbers are hard to tabulate becausecurricular deficiencies are something school districts do not like to publicize.During the next year, AEAI will begin to gather more substantial data andcritically analyze this situation. A 2007 report from the Center on EducationPolicy indicates 44% of 349 schools surveyed from across the U.S. cutinstructional time in one or more subjects at the elementary level in art,music, social studies, civics, and physical education since 2002. Currently,the Indiana State recommendations for studentlearning in the visual arts are approximately 60 minutes per week forelementary children and ninety minutes per week for middle school students.High school graduation requirements for an academic honors diploma require atleast two elective courses in the fine arts. We know that learning istime-sensitive. When a student who is interested in the visual arts is deniedcourse offerings because of program elimination or rule&lt;/span&gt;&lt;/div&gt;&lt;div class="Default"&gt;&lt;span style="font-size: 11.5pt;"&gt;changes that deny opportunity,a student’s ability to fully realize their potential will have beenshort-changed. It is hard to imagine what might have occurred in theRenaissance if the 15th Century’s most important art teacher, Verrocchio, hadnot influenced and facilitated the development of Leonardo da Vinci. Acitizenry populated with creative, divergent, imaginative thinkers will be mostbeneficial to this state’s future prosperity. Ideas and intellectual propertydependent upon visual thinkers will become assets in the new economy of the21st Century. The refinement of the imagination as developed through the visualarts will provide future designers, engineers, scientists, entrepreneurs,innovators, professionals and others with the creative edge they will need tocompete in an increasingly competitive and uncertain future. Brainstormingwithout perceptive, imaginative counterparts becomes an exercise ofinconsequential group think. If the education that shapes our children’sthinking ability fails to engage the visual imagination at a psychologicallymeaningful level, the well-rounded education U.S. Secretary of EducationMargaret Spellings believes “all children deserve” will have been skewed. Thepower to control curricular offerings within schools lies with elected schoolboards and the administrators who advise them. Teachers and parents must standfirm as a bulwark against possible arts education program cuts. Dr. Bartel discussed the importance of&lt;a href="http://www.pbs.org/wgbh/nova/body/mirror-neurons.html"&gt; going beyond stimulating&lt;/a&gt; the&lt;a href="http://en.wikipedia.org/wiki/Mirror_neuron"&gt; "mirror genes"&lt;/a&gt; and teaching for problem posing skills and the ability to &lt;a href="http://www.bartelart.com/arted/ideas.html"&gt;develop and generate ideas.&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;In our schools today, their is no other place like the art room,&lt;a href="http://teachingforartisticbehavior.org/A%20Rationale%20for%20Preventing%20Future%20Failures%20of%20Imagination.pdf"&gt; devoted specifically to creativity development,&lt;/a&gt; a critical 21st Century Thinking Skill. This evening I spoke with Dale Chu, Asst. Supt. for Policy, Legal and Communications Operations for the I.D.O.E. I asked him if he knew the extent of fine arts program cuts over the past three years. He answered that he did not and I am certain the I.D.O.E. does not record data on fine arts program cuts.&lt;br /&gt;&lt;br /&gt;The I.D.O.E. may say publicly it supports children's public school fine arts programs in Indiana, but where I come from, actions speak louder than words. The event was electric to say the least. If you can make it to the Capitol this March 5th, I encourage you to do so. Bring a sign and dress warm.&lt;br /&gt;&lt;br /&gt;The vast majority of Indiana fine arts programs are in the public schools. If the Indiana Legislature thinks it can rob Peter in order to pay Paul, in other words, de-fund public schools in order to pay for vouchers and new charters, they will in essence be cutting music, art, p.e., foreign language and many other critical subjects out of the public education curricula in order to fund their version of "education reform." De-funding public schools is NOT education reform. I will bring that message to lawmakers next Saturday! Arts Advocacy Day will have company when I believe many, many folks will join us inside and around the Capitol to voice their own concerns about new legislative proposals.&lt;br /&gt;&lt;br /&gt;Because I have to teach tomorrow, I will be at the capitol at approximately 4:00 PM. Unlike past AA Day events, there will be no tables or display areas this time. Please go to the 2nd floor tomorrow if you can and lobby your legislators to reconsider bills that decrease funding for public schools. It is bad policy to rob Peter to pay Paul, which is what they want to do. In the process, public school staff and programs are left in the lurch and that is when we face program cuts and higher class sizes. Some of their proposals, if enacted, will definitely limit children's opportunity for a quality education. This is a great call to action message from the AIME:&lt;br /&gt;&lt;br /&gt;The Alliance for Indiana Music Education representing the following organizations: Indiana Music Educators Association, Indiana State School Music Association, Indiana Bandmasters Association, Indiana High School Color Guard Association, Indiana Choral Director's Association, Indiana Percussion Association, Indiana Chapter of the American String Teachers Association, and the Indiana Orff-Schulwerk Association encourages parents of the more than one million public school students served by these organizations to ask their legislators to vote NO to legislation that  will result in school corporations being forced to reduce or eliminate music and arts education programs. The two house bills and the corresponding senate bills currently under consideration of particular concern are:&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;                        HB 1002/SB 446 (HB 1002 has already passed the House)&lt;br /&gt;&lt;br /&gt;                        HB 1337/SB 575&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;While neither of these bills makes direct reference to the arts, they along with other initiatives under consideration by the Indiana legislature, will divert money from traditional K-12 public schools, which are already suffering greatly from cuts in state funding.  It is critical that you take action now!&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;HB 1002/SB 446 is an effort to expand charter schools at the expense of traditional K-12 public schools. This bill would require public school districts to lease currently unused buildings to charter schools for $1 a year for 20 years, while requiring the district to incur the cost of maintaining the building. In addition, all transportation costs for charter schools would be paid by public school funds. Another provision in the bill states that only 50% of the teachers in a charter school must hold a teachers' license. Research has not shown that charter schools are more effective in improving student learning, nor is there data to support the use of non-licensed teachers as a path to improving student learning. However, there is a great deal of research supporting the benefits of quality music and arts education programs, as well as the importance of early childhood education. Diverting funds to support the expansion of charter schools from already depleted school budgets will result in reductions and/or the elimination of school music and arts programs.  This "education reform" bill does not provide the opportunity for students to enter school "ready to learn", it does not provide an education that meets the needs of the "whole" child, and it does not guarantee ALL students will be taught by a highly-qualified teacher as required by No Child Left Behind. Indiana Code 20-24-2-1 defined the following explicit purpose of charter schools: "to provide innovative and autonomous programs". The expectation is that, as innovative entities, charter schools will construct a school culture conducive to student academic success.  The Alliance for Indiana Music Education believes school reform should provide the opportunity for all schools to be more innovative and autonomous and should support public schools' efforts to provide a school culture conducive to student academic success with adequate funding to expand early childhood education and offer quality music and arts education for all students.&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;Effects of HB 1002/SB 446 on music education in Indiana:&lt;br /&gt;&lt;br /&gt;·         Funding for traditional K-12 public schools diverted to an increased number of charter schools&lt;br /&gt;&lt;br /&gt;·         Time and money for the arts reduced or eliminated in traditional K-12 schools and charter schools&lt;br /&gt;&lt;br /&gt;·         Indiana students taught by non-licensed teachers&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;HB 1337/SB 575 not only reduces the contractual rights of every teacher, it creates a statewide teacher and principal evaluation system that allows the state to determine the criteria used to label and reward teachers.  Included in the criteria, will be student growth data collected from statewide standardized tests in the subject areas the state determines to be important. Although local school districts may create their own evaluation tools, those tools must be approved by the Indiana Department of Education. No provisions have been made to determine how to evaluate and reward highly effective teachers in non-tested subject areas. &lt;br /&gt;&lt;br /&gt;Effects of HB 1337/SB 575 on music education in Indiana:&lt;br /&gt;&lt;br /&gt;·         Teachers in non-tested areas such as music, will likely either be held accountable for student achievement in tested areas, or will not have the opportunity to be rewarded as highly effective teachers, since no evaluation provisions have been established for them. &lt;br /&gt;&lt;br /&gt;The Alliance for Indiana Music Education further encourages all citizens of Indiana to vote no to any proposal that would divert funding from K-12 public schools to provide scholarships for students to leave high school early. The completion of required coursework does not guarantee that students are ready to be successful in college.  Socialization skills, discipline, organization, and maturity are all factors in determining success in college and in a career.  Research does not support the notion that students are more successful in college and/or life when given the financial incentive to leave high school early. This "experiment" would not only have a negative impact on school funding, but could be devastating to those students who advance to college without the maturity or skills to be successful. &lt;br /&gt;&lt;br /&gt;Effects of Scholarships for Early Graduation on music education:&lt;br /&gt;&lt;br /&gt;·         Students rushing to complete required courses in high school would forfeit the opportunity to take classes in music or other options like AP classes that enrich their preparation for college. &lt;br /&gt;&lt;br /&gt;Although these proposals do not directly attack school music programs, the negative impact cannot be denied. As in the case with the bill that passed the General Assembly last year requiring all third-graders to pass a new statewide reading test, a negative impact will be placed on elementary music and arts programs, because no additional funding or time was provided. Therefore, the cost of an extra 90 minutes a day of reading will be funded at the expense of recess, music, or art classes. &lt;br /&gt;&lt;br /&gt;Past history has taught us that any time public school funding is reduced music and arts programs are jeopardized.  DO YOU WANT THE QUALITY MUSIC PROGRAM IN YOUR SCHOOL REDUCED OR ELIMINATED? Many music programs survived the funding cuts last year only because of additional funds provided by the federal government. Indiana should be extremely proud of the quality school music programs we enjoy and the many benefits music programs have provided to hundreds of thousands of Indiana students. How often do we hear it said, "My high school band, choir, orchestra, etc. changed my life." We are at a very critical place in music and arts education and Indiana public education in general. Governor Daniels has presented an education agenda for this General Assembly that could result in destroying music education in Indiana. WE MUST TAKE ACTION NOW! This is not a battle between the ISTA and Governor Daniels. This is a battle for public education in Indiana. We must contact our state legislators TODAY and ask them to vote NO to HB 1337/SB 575, NO to SB 446 and NO to any similar bills presented during this year's General Assembly. I do believe lawmakers knew of our prescence. The bad thing is they did not hear our message as Indiana House of Representatives voted to essentially increase taxes, deplete public education spending and expand charter schools in the State of Indiana. HB 1002 passed 58-37. The irony of this statement is that the legislation his party is proposing in the statehouse, has nothing to do with improving learning conditions or providing new learning opportunities for children. It has everything to do with degrading and marginalizing public schools. The barrage of legislation he has aimed at public school educators and children of public schools will have a huge affect on the capacity of our schools to continue to provide quality fine arts learning opportunities. Take for example HB1002: Charter school expansion will only transfer more public money away from the same pot of money that funds public schools. This bill and the voucher bill being proposed in the Indiana State House will certainly degrade public schools capacity to maintain existing fine arts programs. &lt;br /&gt;&lt;br /&gt;Never before has there been so many education bills from Indiana State lawmakers aimed at crippling public education and public school educators. I listened to Governor Daniels at the Capitol last Tuesday chide a group of anxious teachers who questioned him on his education policy initiatives. One is contact your elected officials either by phone, email, hand written note or in person, and two is be prepared to make verbal statements in a public forum such as a school board meeting or newspaper interview.  If you are already doing these things, I applaud your efforts and preparation. We need art advocates to be outspoken during this critical period of education reform and reorganization. Legislators and policy makers at the state and local levels need to hear our voice.&lt;br /&gt;&lt;br /&gt;As you read this, Indiana State Legislators are formulating the state budget for the next two years. They need to hear your voice as they formulate the state budget on the importance of adequately funding public schools.&lt;br /&gt;&lt;br /&gt;Please do one of the following or both: Call or write your legislator as soon as you can and send them your message. Use these talking points for any of your messaging activities.&lt;br /&gt;&lt;br /&gt;• Education funding must include consideration for the preservation of existing fine arts programs.&lt;br /&gt;&lt;br /&gt;• The creativity of our children is a national resource we cannot afford to waste.&lt;br /&gt;&lt;br /&gt;• Children need fine arts educational experiences that empower the imagination and enhance the capacity for creativity and invention.&lt;br /&gt;&lt;br /&gt;• Neural networks within the brain’s operating systems are stimulated, strengthened and expanded when children are engaged in high quality art and music education experience. Visual arts learning experiences strengthen children’s attentional memory and music educational experience trains the brain’s capacity for working memory. &lt;br /&gt;&lt;br /&gt;• If we could electronically scan the human brain while its subject was engaged in a regular classroom selected response learning activity, we could see a narrow band of neural networks within the pre frontal cortex on the left side of the brain stimulated during this typical educational event. Consequently when subjects are engaged in stimulating sensory based music or art experience, neural networks within both hemispheres of the entire brain light up like Christmas tree lights. &lt;br /&gt;&lt;br /&gt;• There are three basic skills children need if they want to thrive in the knowledge economy: the ability to communicate effectively; the ability to collaborate, and the ability to do critical thinking and creative problem-solving. One cannot make the claim that quality, world class educational experiences are being provided for Hoosier school children if subjects and programs specifically designed to foster creative problem solving are removed from the curricula.&lt;br /&gt;&lt;br /&gt;• Fine Arts education experiences are critical for a well rounded education. Human &lt;br /&gt;beings are hard wired to think and dream in visual images. Ideas and &lt;br /&gt;intellectual property dependent upon visual thinkers will become assets in the &lt;br /&gt;new economy of the 21st Century. The refinement of the imagination as developed through the visual arts will provide future designers, engineers, scientists, entrepreneurs, innovators, professionals and others with the creative edge they will need to compete in an increasingly competitive and uncertain future.&lt;br /&gt;&lt;br /&gt;• Students thrive in schools where art and music are present in the &lt;br /&gt;curriculum. When educational experience is monotonous and based on tedious &lt;br /&gt;pencil and paper seat work, learning often times goes’ into one ear, and out the &lt;br /&gt;other. This fact is extremely important for policymakers to consider. Results &lt;br /&gt;from the latest High School Survey of Student Engagement, conducted by &lt;br /&gt;researchers from Indiana University with over 350,000 high school students &lt;br /&gt;participating from across the U.S. reveals 67% of students did not feel engaged &lt;br /&gt;during their school years. Upon further examination of the survey, students reveal subject areas like art, music and drama provide them with significant opportunities for personal engagement with their learning. Disengaged individuals frequently drop out of school resulting in higher crime rates, lack of unemployment opportunities and a myriad of other wicked socio economic problems. Public schools are the backbone of our communities. The health of our public school system affects us all.&lt;br /&gt;&lt;br /&gt;• We know that children thrive in schools that provide regular quality fine arts experiences. that shows how much Indiana will receive to soften the blow of education funding deficiencies. &lt;br /&gt;&lt;br /&gt;Let's get one thing clear. These funds are deficit neutral. We are suffering through the worst economic crisis since the Great Depression and our children should not be made to suffer because of the &lt;a href="http://www.nytimes.com/2009/01/04/magazine/04risk-t.html"&gt;abuses of adults who are responsible for this economic collapse. &lt;/a&gt;&lt;br /&gt;&lt;br /&gt;The U.S. Congress has the ability to prevent crippling education funding deficiencies and I am very happy this legislation was passed. Students do report significant opportunities for engagement in subject areas like art and music. Last year, after the Governor cut education funding by 300,000,000 dollars we experienced significant program cuts to art and music programs across the state. My question to you is this: Does the Governor plan a new round of education budget cuts for next year?"&lt;br /&gt;&lt;br /&gt;His answer was no, he did not foresee more budget cuts. However with the grim news that Indiana's revenue forecast were down again this past quarter, I have my doubts.&lt;br /&gt;&lt;br /&gt;Dr. Bennett then took the first part of my question citing the HSSSE data on engagement, and the current educational paradigm and twisted my rationale. We must do things differently in order to re-engage our students was his reply. That provided him with an opening to support his initiative for more refined testing methods. My thoughts were, "no, we do not need more testing, but more refined methods and support for teachers to personalize and emotionally connect learning experiences to the heterogeneous populations of children who exist in our schools."&lt;br /&gt;&lt;br /&gt;Dr. Bennett then listend to another teacher who stated that budget cuts were impeding her ability to provide individual attention to her students in her classroom because her school had not hired enough teachers and she was administering instruction to 29 students in her classroom. Dr. Bennett replied that class size does not matter. He knew of no research that supported the idea that class sizes impeded learning. &lt;br /&gt;&lt;br /&gt;I disagree. The &lt;a href="http://www.heros-inc.org/star.htm"&gt;Project Star Research&lt;/a&gt; clearly demonstrated the optimum student teacher ratio is significantly lower than 29-1 and should be half of that number. Legislators and state education policy makers should be working toward ratios much lower than 29-1. Harry Reid's education jobs legislation by a vote of 61-38. Senators Snowe and Collins, both Republicans from Maine, crossed party lines and voted to put students and local communities first. The Senate, by the same vote, beat back a procedural budget point of order raised by Senators Judd Gregg (R-NH) and Senator Lamar Alexander (R-TN). Despite the fact that the Congressional Budget Office determined that the legisation would actually REDUCE the federal deficit by $1.4 billion over ten years, these two Senators tried to further stall the legislation.&lt;br /&gt; &lt;br /&gt;Indiana Sen. Rebounding from the devastating effects of cuts to the general fund used to pay teachers who deliver critical educational experiences to children will be a serious challenge for public schools and the communities they serve. &lt;br /&gt;&lt;br /&gt;Each school corporation in Indiana is responding to the $300,000,000.00 funding cut as best as they can. Some districts will be able to weather this storm better than others. This is a critical week of negotiation.&lt;br /&gt;Tell them to support our public schools with emergency funding measures.&lt;br /&gt;&lt;br /&gt;Here is the speech text from our Youth Art Month reception:&lt;br /&gt;&lt;br /&gt;Good afternoon! My name is Clyde Gaw. I am an art teacher. &lt;br /&gt;I thank you all for coming to today’s event. Supporting children’s positive educational experiences is one of the most important things we can do.&lt;br /&gt;  &lt;br /&gt;One thing I know about is meaningful learning. This phenomenon could be described as life changing. When you see meaningful learning experienced by students, you can see them absorbed in a state of &lt;a href="http://www.ted.com/speakers/mihaly_csikszentmihalyi.html"&gt;“flow.”&lt;/a&gt; Flow states are characterized by a dynamic single mindedness of purpose accompanied by intense feelings of engagement. Rigor is facilitated from within. Emotional attachment is key to meaningful learning.&lt;br /&gt; &lt;br /&gt;Flow states are what art education is all about. When children are engaged in creative experience, they are receptive to all kinds of new learning. This is what art teachers do; they engage the visual and tactile senses with the creative spirit. They integrate art experience with essential educational content like reading, writing, geometry, history, critical thinking and problem solving. &lt;br /&gt;  &lt;br /&gt;In the year 2000 &lt;a href="http://nobelprize.org/nobel_prizes/medicine/laureates/2000/kandel-autobio.html"&gt;Dr. Eric Kandel&lt;/a&gt; won the Nobel Prize for a lifetime of research that showed stimulating sensory activity during learning experience significantly boosts long term memory formation. When sensory stimulation occurs, cells produce extra serotonin, a neurotransmitter that helps those cells to grow. The serotonin acts as a kind of molecular fertilizer which can grow and expand existing brain cells and lead to physical changes within the brain. Dr. Kandel’s research reveals that neural networks are strengthened and expanded when learners are engaged in stimulating, sensory based meaningful learning events. The secret here is that the eyes and hands are the agents of cognition.&lt;br /&gt;&lt;br /&gt;Consequently, when educational experience is not stimulating, learning can go into one ear, and out the other. This fact is extremely important for policymakers and voters to consider.  Results from the latest &lt;a href="http://www.indiana.edu/~ceep/hssse/images/HSSSE_2009_Report.pdf"&gt;High School Survey of Student Engagement,&lt;/a&gt; conducted by researchers from Indiana University with over 135,000 high school students participating from across the U.S. reveals 67% of students did not feel engaged during their school years. Upon further examination of the survey, students reveal subject areas like art, music and drama provide them with significant opportunities to personally connect with their learning.&lt;br /&gt;&lt;br /&gt;Unfortunately, learning opportunities in the arts are dwindling in school corporations across the country and here in the State of Indiana. An unprecedented education funding crisis this year has lead to program cuts, and teacher layoffs. The revenue forecast for next year is not good either. The specter of larger class sizes, elimination of electives like art and music, will increase the likelihood of more dis-engaged students. Disengaged individuals frequently &lt;a href="http://www.all4ed.org/publication_material/straight_as/06162008"&gt;drop out of school resulting&lt;/a&gt; in higher crime rates, &lt;a href="http://www.all4ed.org/publication_material/straight_as/06162008"&gt;lack of unemployment opportunities&lt;/a&gt; and a myriad of other &lt;a href="http://en.wikipedia.org/wiki/Wicked_problem"&gt;wicked socio economic problems&lt;/a&gt;. Public schools are the backbone of our communities. The health of our public school system affects us all.&lt;br /&gt;&lt;br /&gt;If you have not contacted your Governor and state legislators and urged them to strengthen public education funding, I ask you to do so today.&lt;br /&gt;&lt;br /&gt;Long term funding solutions must be created by our state leaders, or we are going to face a public education crisis unprecedented in our time. If your child’s art program has been cut, communicate with your school board to reinstate those programs once emergency school funding measures have been provided.&lt;br /&gt;&lt;br /&gt;Arts education experiences are critical for a well rounded education. Human beings are hard wired to think and dream in visual images. our legislators and tell them about budget cuts that have happened or are going to happen if they do not provide emergency education funding relief. They need to know about current class sizes, class sizes that will result from r.i.f.s, program cuts, service cuts and all other essential elements that provide quality, well rounded educational experiences for our children. &lt;br /&gt;&lt;br /&gt;If our children were blank slates, we could just transfer knowledge directly into their brains through direct instruction. Fifty one Democrats voted to pass emergency funding measures designed to prevent catastrophic public education program and staffing cuts that would have lead to higher class sizes, a narrowed curriculum and cuts in dynamic learning opportunities for children in music and art. &lt;a href="http://www.in.gov/legislative/bills/2010/PDF/Hrollcal/0104.PDF.pdf"&gt;48 Republicans voted against it.&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;The bill will move to the Indiana Senate where it will undoubtedly be compromised. The Indiana Senate has a competing funding bill of which one of the main features is to freeze educator's pay. I can tell you this, there are educators in Indiana who have not had pay raises for the past 6 years and they have worked very hard during that time.&lt;br /&gt;&lt;br /&gt;We need to let Indiana Senate Repbulicans know the children, teachers and administrators who work within our public schools who had nothing to do with the economic crisis, deserve better than the higher class sizes and narrowed curriculum that will result from the Governor's education budget cuts.&lt;br /&gt;&lt;br /&gt;Let's be clear: Public schools educate over 90% of Indiana's children. &lt;br /&gt;&lt;br /&gt;Public Education deserves more support than is currently recieved from the Governor and his political allies in the General Assembly and Indiana Department of Education. &lt;br /&gt;&lt;br /&gt;We need citizens to speak up and take action. Share this email with your colleagues, family and constituents and ask them to write or call their legislators, better yet pay them a visit if they come to your local community or visit them at the state house. Test prep, narrowed curriculum experiences will not provide optimal learning experiences for our future generations.
